The WLA policy document outlines the opposition of bulk tickets to buy lottery

The World Lottery Association (WLA) presented a new policy document, outlining its recommendations for the regulation of lottery couriers, as well as a ticket ban on bulk.

The body recognizes changing habits in the way people play the lottery and where they prefer to make their purchases. This can be done in a physical store or online, but the third option for using a courier service (third -party provider who buys tickets on behalf of players) is the one that WLA thinks is a detrimental problem.

He said that « volumetric sales have a negative impact on the regulated lottery industry and threaten the authenticity and integrity of its products and operations. »

Texas lottery scandal

A key engine for most of the planned reforms was « the biggest fraud in the history of the state », otherwise known as the Texas lottery scandal.
