The World Lottery Association (WLA) presented a new policy document, outlining its recommendations for the regulation of lottery couriers, as well as a ticket ban on bulk.
The body recognizes changing habits in the way people play the lottery and where they prefer to make their purchases. This can be done in a physical store or online, but the third option for using a courier service (third -party provider who buys tickets on behalf of players) is the one that WLA thinks is a detrimental problem.
He said that « volumetric sales have a negative impact on the regulated lottery industry and threaten the authenticity and integrity of its products and operations. »
Policy document defines positions on the following issues:
A key engine for most of the planned reforms was « the biggest fraud in the history of the state », otherwise known as the Texas lottery scandal.
In April 2023, the Lotto Texas jackpot reached $ 73 million. In the equality of overturning equality on Wednesday, he saw the award to jump to $ 95 million for Saturday, but everything was not as it seemed, realizing some long -standing fears.
What was unfolded was that $ 25 million tickets were sold through intermediaries who bought on behalf of players outside the country. The transactions are processed using computers, iPads and applications not authorized under the Texas Act.
Lone Star State lottery rules have been violated as the law says tickets should be sold in person to the counter, but the winning ticket comes from the $ 25 million pool, all purchased from a union outside the country.
The chaos is still unfolding.
Digital couriers include the likes of Jackpocket, owned by Jackpocket, Lotto.com and Jackpot.com, which are regulated in some geographical areas, but not in others.
WLA called on all courier activity to be regulated by legislative or lottery rules, with a specific focus on how tickets are ordered and delivered.
Explicitly, she wants group sales to be banned.
The lottery organization also presented its proposals for the ID card and checks of retailers who partner with couriers, as well as introduce geolocation and checking the players of the lottery.
